تكمیل بخشی از فاضلاب شهر  كهنوج به روش بیع متقابل

شركت آب و فاضلاب استان كرمان در نظر دارد در راستای بند هـ تبصره 19 قانون بودجه سال 1394 و دستورالعمل ماده 27 قانون
الحاق برخی از مواد به قانون تنظیم بخشی از مقررات مالی دولت (2) با موضوع شرایط واگذاری طرح های تملك
دارایی های سرمایه ای جدید، نیمه تمام، تكمیل شده و آماده بهره برداری، به بخش غیر دولتی (مصوب 4/7/94)،
تكمیل بخشی از تاسیسات جمع آوری و تصفیه فاضلاب شهر كهنوج را در ازای تخصیص پساب تصفیه شده به منظور كاربری معین و
با حجم مشخص برای دوره زمانی محدود و معین به روش بیع متقابل و با شرایط ذیل، به سرمایه گذار واجد شرایط واگذار نماید.

الف- شرح مختصری از پروژه :
-  موضوع پروژه : تكمیل بخشی از تاسیسات فاضلاب شهر كهنوج  شامل: 23 كیلومتر خطوط اصلی، 47 كیلومتر خطوط فرعی، 6000 فقره انشعاب و احداث یك مدول تصفیه خانه به ظرفیت 7258 متر مكعب در شبانه روز
-  سرمایه پذیر: شركت آب و فاضلاب استان كرمان
-  مشاور: شركت مهندسی مشاور هلیل آب
-  دوره احداث: 3 سال
-  دوره بهره برداری تجاری: با ارائه مدل مالی
-  راندمان تصفیه: بركه تثبیت با راندمان 90%
-  جمعیت تحت پوشش: 56 هزار نفر
- محل اجرا: شهر كهنوج

ب- شرایط كلی برای سرمایه گذاری:
-  سرمایه گذار به صورت شخص حقیقی یا حقوقی با داشتن سابقه مدیریتی قابل قبول، تامین و تخصیص سرمایه مورد نیاز را به عهده خواهد داشت.
- تاریخ، مهلت و محل دریافت اسناد ارزیابی:سرمایه گذاران واجد شرایط می توانند از تاریخ 5/12/94لغایت پایان وقت اداری 12/12/94 جهت دریافت اسناد ارزیابی با در دست داشتن نامه اعلام آمادگی جهت سرمایه گذاری در طرح بهدفتر قراردادهابه آدرس: كرمان، بلوار 22 بهمن، تقاطع بلوار ساوه، شركت مهندسی آب و فاضلاب استان كرمان مراجعه نمایند.
- محل و زمان تحویل مدارك درخواستی:مهلت تحویل اسناد ارزیابی تكمیل شده، از مورخ 13/12/94تا ساعت 12 روز شنبهمورخ 22/12/94 و محل تحویل دفتر  قراردادها می باشد.
بدیهی است پس از بررسی مدارك ارزیابی كه توسط شركت كنندگان تكمیل و تحویل می شود، از سرمایه گذاران واجد شرایط جهت مذاكرات قراردادی دعوت بعمل خواهد آمد.

سرمایه پذیر در رد یا قبول پیشنهادات فنی یا مالی سرمایه گذاران در تمام مراحل اختیار تام دارد.

In the context of item (e) Clause 19 of the Budget Act for the year 1394 (2015-2016), And
Guideline 27 of the Law for annexation of some articles to the law on drafting part of the
government’s financial regulations (2) on conditions for concession of new, half-complete,
completed and ready for operation capital asset acquisition plans to private sector (approved on
26th September 2015), the Kerman Water and Wastewater company intends to concede the
completion of a section of the wastewater collection and treatment system in Kahnouj against the
allocation of the determined volume of treated effluent for specific use for a limited and
predetermined period through Buyback contract according to the following conditions to a
qualified investor.

A- Brief description of the project:
- Subject: completion of a section of the wastewater system in Kahnouj, including:23 km main lines, 47 kmfeeder lines,6000 counts of branching and construction of a treatment plant with a capacity of 7258 cubic meters per day.
- Concessioner: The Kerman Water and Wastewater Company
- Consultant:Halilab Consulting Engineering
- Construction period: 3 years
- Commercial operation period: Financial model to be submitted
- Treatment efficiency: Stabilization pond with 90% efficiency
- Population coverage: 56 thousandpersons
- Project site: Kahnouj

B- General conditions for investment:
- The investor must be a real or legal entity in possession of acceptable management
experience to ensure and allocate the required investment.

- Date, deadline and address to collect the qualification documents: Qualified investors
may submit their letter of intent for investment in the plan and collect the qualification
documents from 24/02/2016 until the end of office hours on 02/03/2016 from: Contracts office, Kerman Water and Wastewater Eng. Co., 22 Bahman Blvd, Kerman, Iran.

- Address and deadline for submission of the required documents: The completed
evaluation forms should be submitted at 12.00 on Saturday dated 12/03/2016 to:Contracts office
- Following the review of the evaluation documents submitted by the interested parties, the
qualified investors shall be invited for contract negotiations.
- The concessioner has the right to accept or reject the technical or financial proposals of
the investors at any stage of the proceedings.
