تامین منابع مالی، طراحی، احداث، تکمیل و بهره­برداری از تأسیسات فاضلاب شهر دماوند از طریق تخصیص پساب با حجم مشخص برای دوره زمانی محدود و معین در قالب قرارداد بیع متقابل

شرکت آب و فاضلاب شرق استان تهران در نظر دارد در راستای بند هـ تبصره 19 قانون بودجه سال 1394 و دستورالعمل ماده 27 قانون الحاق برخی از مواد به قانون تنظیم بخشی از مقررات مالی دولت (2) با موضوع شرایط واگذاری طرح‌های تملک دارایی‌های سرمایه‌ای جدید، نیمه تمام، تکمیل شده و آماده بهره‌برداری به بخش غیردولتی (مصوب 04/07/1394)، تکمیل شبکه تحت پوشش و احداث تصفیه‌خانه فاضلاب شهر دماوند را در ازای تخصیص پساب تصفیه شده به منظور کاربری معین و با حجم مشخص برای دوره زمانی محدود و معین به روش بیع متقابل و با شرایط ذیل، به سرمایه گذار واجد شرایط واگذار نماید.

الف- شرح مختصری از پروژه :

- موضوع پروژه: تکمیل شبکه تحت پوشش و احداث تصفیه‌خانه فاضلاب شهر دماوند شامل: انشعابات، شبکه جمع‌آوری، خط انتقال، ایستگاه پمپاژ و تصفیه‌خانه فاضلاب

- سرمایه پذیر: شرکت آب و فاضلاب شرق استان تهران

- مشاور: شرکت مهندسی مشاور جویاب نو

- دوره احداث: 2 سال

- دوره بهره برداری تجاری: با ارائه مدل مالی حداکثر 25 سال

- راندمان تصفیه: 99 درصد

- جمعیت تحت پوشش: 98000 نفر در انتهای طرح

- محل اجرا: شهر دماوند

ب- شرایط کلی برای سرمایه گذاری:

- سرمایه گذار به صورت شخص حقیقی یا حقوقی با داشتن سابقه مدیریتی قابل قبول، تامین و تخصیص سرمایه مورد نیاز را به عهده خواهد داشت.

ج – تاریخ مهلت و محل دریافت اسناد ارزیابی : سرمایه گذاران واجد شرایط می توانند از آگهی نوبت دوم روز دوشنبه مورخ 17/02/1397 لغایت پایان وقت اداری شنبه مورخ 29/02/1397 جهت دریافت اسناد ارزیابی با در دست داشتن معرفی نامه و اعلام آمادگی جهت سرمایه گذاری در طرح به نشانی تهران – میدان ونک خیابان برزیل خیابان نیلو شمالی شماره 16 ساختمان جویاب نو – تلفن 88774333 – مراجعه و نسبت به خرید اقدام نمایند.

قیمت اسناد مزایده 000/300 ریال که بایستی به فروشنده اسناد تحویل گردد.

د- آخرین مهلت و محل تحویل اسناد: تا پایان وقت اداری ساعت 14 مورخ 29/03/97 روز سه شنبه به آدرس : تهران- رودهن- خیابان پاسداران- شرکت آب و فاضلاب شرق استان تهران- طبقه همکف- دبیرخانه تحویل و رسید دریافت نمایند .

هزینه چاپ آگهی در دو نوبت بر عهده برنده مزایده می باشد.

Call for identification of investors for

Completion of the Damavand wastewater treatment and collection system through Buyback contract

(Auction)

In the context of item (e) Clause 19 of the Budget Act for the year 1394 (2015-2016), and Guideline 27 of the Law for annexation of some articles to the law on drafting part of the government’s financial regulations (2) on conditions for concession of new, half-complete, completed and ready for operation capital asset acquisition plans to private sector (approved on 26th September 2015), The East Tehran Water and Wastewater company intends to concede the completion of the wastewater collection and treatment system in Damavand against the allocation of the determined volume of treated effluent for specific use for a limited and predetermined period through Buyback contract according to the following conditions to a qualified investor.

A- Brief description of the project:

- Subject: completion of the wastewater and collection system in Damavand, including: Connections, Collection Network, Transmission Line, Pump Station and Treatment Plant.

- Concessioner: The East Tehran Water and Wastewater Company

- Consultant:  JooyabNo Consulting Eng.

- Construction period: 2 years

- Commercial operation period: Financial model to be submitted

- Treatment efficiency: 99%

- Population coverage: 98,000 people

- Project site: Damavand

B- General conditions for investment:

- The investor must be a real or legal entity in possession of acceptable management experience to ensure and allocate the required investment.

C- Date, deadline and address to collect the qualification documents: Qualified investors may submit their letter of intent for investment in the plan and collect the qualification documents from Monday dated 07/05/2018 until the end of office hours on 19/05/2018 from: JooyabNo Consulting Eng., No 16, north niloo, brazil St, Vanak Sq, Tehran.

Qualification documents price: 300000 Rls

D- Address and deadline for submission of the required documents: The completed evaluation forms should be submitted at 14.00 on Tuesday dated

19/06/2018 to: East Tehran Water and Wastewater Company, Pasdaran Street , Rudehen.

- Following the review of the evaluation documents submitted by the interested parties, the qualified investors shall be invited for contract negotiations.

- The concessioner has the right to accept or reject the technical or financial proposals of the investors at any stage of the proceedings
